EDUCATIONAL SYSTEM OF KAZAKHSTAN
Today educational system of Kazakhstan has got all major features which are present in those of developed countries. The republic joined the Bologna process in 2010 and became the first central asian state which is a full-fledged member of the European space of higher education. Kazakh universities, both public and private, provide a wide range of educational programs - bachelor's, master's, doctoral and post-doctoral study programs in all fields. All of them are developed in accordance with the National Qualification Framework, which corresponds to the European Qualification Framework (EQF), thus ensuring worldwide recognition of degrees awarded by kazakh universities.

Many educational instutions offer educational programs in English for international students, as well as reqruit international teaching stuff for enhancing academic mobility and internationalization of academic life.

Higer education system of the Republic of Kazakhstan, the largest post-Soviet state in Central Asia, has been developing since the beginning of the XXth century. First university in Kazakhstan was established in 1928, it was named Kazakh State University - now Abay National Pedagogical University. The state regulates the quality of education in local universities by implementation of several mechanisms such as state compulsory standards for all levels of education, international and local accreditation of educational programs and institutions themselves, development of joint programs with partner universities from abroad, etc. Local universities must adhere to the Standards and guidelines for quality assurance in the Eropean higher education area (ESG).
In Kazakhstan there are many educational institutions which offer higher education study programs. Many kazakh universities are actively involved in the process of internationalization of higher education. Leading universities occupy relatively high positions in internatiional rankings of universities.
Educational programs at kazakh universities are delivered only if approved by external experts recruited by the Ministry of higher education and science. The experts analyze content of the study programs, methods of teaching and assessment of academic achievements in relation of accessibility of expected learning outcomes of the educational programs under consideration. University are permitted to enroll students only into approved programs which are included in the National Register of educational programs. These programs should also be accredited by local or international accreditation agencies.

Degree requirements are quite unified across the country because of the state compulsory standards of education. All academic workload is weighted in ECTS and candidates should earn certain number of credits to get a degree. Institutions are free in determining the form of final attestation for students pursuing the bachelor's degree. It could be either defense of diploma work/ project or passing comprehensive examinations. Some universities admit the cohort of students with excellent academic performance to preparation and defence of diploma work or project, whereas students with more modest achievements are obliged to pass one or more examinations of various types.

Requirements for Students

Students of Kazakh universities should accomplish some certain requirements during their studies. Attending classes is mandatory in almost all institutions of higher education, especially for undergraduate students. Throughout the academic term, which is usually a 15-week-long semester, instructors regularly assess academic achievements of students using various methods and tools. At the end of academic term final examinations are taken. As a rule they are conducted with involvement of external examiners. Grading system is the same in all universities: it ranges from "A" (excellent) to "F" (fail).
Students who score less than 25 out of 100 are considered as having failed and should take the course again at paid basis. Students who score less than 50, but more than 24, are allowed to re-examination. If they pass re-examination on the course with the score of 50 or more, the course is considered to be completed successfully. However, all students need to get the Grade Point Average (GPA) prescribed by the educational institution and anyone should maintain academic achievements at appropriate level to continue his or her studies. All students have got individual study plans that comprise core and elective courses from educational program's curriculum. Students are not allowed to have huge academic debts and need to complete timely all academic activities.
  • Attendance
    Regular attendance is generally expected from students. Attendance policies may vary by institution and program.
  • Assessment
    Students are evaluated trough examinations, tests, projects, and other assessment methods. The grading system typically ranges from "A" (excellent) to "F" (fail).

All universities in Kazakhstan set respect for students' rights as the main priority. No discrimination is allowed towards any member of academic community and anyone who faces violation of his or her rights should immediately contact responsible persons.

TYPES OF HIGHER EDUCATION INSTITUTIONS

Basically, there are four main types of higher education institutions in Kazakhstan.
  • Research Universities
    The most prestigious and influential institutions are so called research universities. Each research university possesses a strong base for cutting-edge scientific research and development of high quality study programs. Such universities are points of attraction of the most qualified academic staff and the most talented students. National universities play important role in the life of the society.
  • Universities
    Universities are the most common type of educational institutions. There are quite a number of them in main large metropolitan areas and all big regional cities of the country. State funded universities usually have more strict academic requirements, however some private universities have an excellent reputation due to creative educational innovations and well implemented quality insurance mechanisms. Universities deliver a wide range of study programs in different fields, perform research activities and function as centers of academic excellence in certain areas.
  • Academies and Institutes
    Academies and institutes are rather small and highly specialized institutions. Although they offer a number of educational programs, these programs are usually related to only one or two areas or fields of practice, for example aviation or tourism. This does not mean that degrees awarded by these organizations are appreciated less at the labour market. However, it is generally recognized that study programs of academies and institutes have a limited research component, being targeted to qualifications and competencies which respond to current requests of employers.

International universities are quite a new phenomenon in the country. The oldest of them, Yassavi International Kazakh-Turkish University was established in 1991.

BRANCHES OF FOREIGN UNIVERSITIES IN KAZAKHSTAN

In 2020 the Ministry of Higher Education and Science of Kazakhstan initiated opening of branches of foreign universities at the base of big domestic institutions of higher education. These branches are independent units which deliver unique study programs developed as a result of international collaboration. Today, there are 23 branches of foreign universities operating in Kazakhstan, and 15 more are planned to open in 2025.

How to choose a university and a degree program in Kazakhstan
First, you need to realize that it is more important to choose a right university than to find an appropriate program. Why? Educational programs at different universities can bear similar naming but their content and expected learning outcomes may differ greatly. Having found the right university you can easy switch to another study program there of you like. When the whole atmosphere and academic environment at the institution suits you, you are able to design and adjust your study trajectory with minimum additional efforts. Of course, it is always possible to change your university if needed, but because of differences in curricula of study programs such changes would result in a substantial amount of additional academic credits to be earned.
While choosing a study program one should bear in mind that not all programs are of equal quality in one and the same university. It depends on many factors, so it is better to look not only at the university ranking, but at the certain program's ranking as well. A good indicator of the quality of educational program is its accreditation by an international accreditation agency, for example, ASIIN, AQUIN, AQA, etc. The more information of a certain study program you collect, the better.
  • Make a list of educational institutions:
    Lean which educational institutions deliver educational programs in the field that you are interested in. Check whether they provide them in English, if your command of Kazakh or Russian language is not good enough and you do not want to enroll into foundation program.
  • Look for national rankings:

Subscription to accounts of educational institutions would provide you with direct access to important notifications and messages. You can also find a lot of interesting information about universities from informal sources in the web, for example feedback of graduates and current students. How to enroll into a university program
Step 1. Prepare the package of documents required by the institution(s) you chose. The mpst important is the high school sertificate with transcript. Check the entry requirements.
Step 2. Many universities practice distant electronic submission of documents either via a personal account on the university web site or via e-mail. If you are going to submit the documents in person, note that student visa can be issued only AFTER issue of the order of enrollment by the university.
Step 3. Institutions use their social media accounts in the web to spread important information on the enrollment process. Make sure you have subscription to them.
Step 4. Contact the Admission Office to schedule the date of interview. According to the Ministry rules, interviews could be scheduled throughout the year. Some universities interview candidates in online format.
Step 5. Enrollment ends 5 days prior to the beginning of the mext academic period (fall/spring semester). Exact dates may vary in different universities, so check their academic calendars.
Scholarships anf grants for foreign students
There are several sources of funding available for foreign studentys in Kazakhstan. One of them is a special scholarship program operated by the National Center for higher education development. Through this scholarship program recipients recieve financial support that covers tuition fees and includes a monthly stipend. Each academic year the state funds several hundreds bachelor's degree scholarships, dozens of master's degree scholarships and several doctoral degree scholarships for foreign students. Also, citizens of other countries can apply for educational grants within the inter-governmental agreements between the Republic of Kazakhstan and other countries. You need to check whether there is any in your country's ministry of education. And finally, there are scholarships for foreign students established by universities themselves. Tuition fees and related study expenses
Compared with universities in Europe and Middle East, kazakh universities offer fairly affordable prices and comfortable learning conditions with good level of studying. The most expensive are Nazarbayev University, KIMEP University, Kazakh-British University and national universities.In general, undergraduate students pay 2,000-4,000 US dollars per academic year. Fees are somewhat higher for master and doctoral students. Living expenses in Almaty and Astana are higher than in other cities because of more expensive rental housing.
